Webinar - Parking Solutions for Livable Communities

The Illinois Section of ITE is excited to host a webinar on Parking Solutions for Livable Communities by Lindsay Bayler from the Chicago Metropolitan Agency for Planning (CMAP) and Jane Wilberding from HNTB, both of whom serve on the board of the Parking Reform Network, a public benefit non-profit organization with the goal of educating the public about parking policy and assisting others with parking reform. 

As one of the largest single land uses in any community’s “footprint”, parking deserves more attention than is typically bestowed upon it. Besides encouraging the use of automobiles, having such a large supply of parking influences the character, form, function, and flow of our communities. At the same time, parking is necessary to support a community’s local businesses; finding the right balance between supply and demand—as an economics would—is the next step.

Lindsay and Jane will inform the audience of just how to strike this balance while creating a more livable and vibrant community. They will provide a brief history of the issues associated with how parking policies have been implemented in the past, explain the adverse effects they have on cities, celebrate the substantial momentum for reforming them, and discuss opportunities for our City and region.

Lindsay Bayley is the Safe & Complete Streets Program Lead at CMAP where she focuses on equitable transportation, safe streets, and parking policy. Lindsay is a co-founder of the Parking Reform Network, a public benefit non-profit organization with the goal of educating the public about parking policy and assisting others with parking reform. She earned her Master of Science degree in Geographic Information Systems from the University of Redlands in 2004, after spending two years as a Municipal Development Peace Corps Volunteer in Guatemala. Her undergraduate degree is in Urban and Regional Planning from the University of Illinois at Urbana-Champaign.



Jane Wilberding, AiCP is a Senior Mobility Manager at HNTB in Chicago where she manages curbside management, emerging mobility, and complete street projects across the country. Jane is a co-founder of the Parking Reform Network and is serving on the board of Women in Transportation (WTS) Greater Chicago, the Chicago Central Area Committee (CCAC), Transport Chicago, American Planning Association (APA), and the Association for Commuter Transportation (ACT). She has an undergraduate degree in Urban Studies & Business from Trinity University in San Antonio, Texas, and a Master of Urban Planning and Policy from the University of Illinois at Chicago. She has over a decade of experience in the parking/mobility world.
